do you see the yellow circle with a lock in it just below your name?

click on that bar...Private plurks, etc.

then click on the bottom option "Only" and type in the name of the friend you're going to send the message.

write your message in the message window as you normally do, click Plurk.

Now, it's just a private message between you and the other person.
