I would say yes, they are measuring levels of knowledge.

But really, think about it. NCLB (or ESEA for you "brainy" types who are full of semantic energy), has done a great job of destroying the

current education system as we know it. We've shoved the idea of schooling down so far down the throats of the public that it's caused

such an uproar and is effectivily destroying education!
