Like... Yes. Wardens literally have abilities and authority. Not all of them have abilities and their authority is far from limitless but they do

But it is enough that several specific scenarios are very suspicious to Walter. Like Taylor arriving as a normal inmate, graduating, going home to get Trauma, and graduating again. "results in immediate consequences" is the workaround that's common in the context of admiral requests. That's how it was with Jacob (billboard that broadcasts his feelings rather than he's actually in a truth serum forthcoming state)
And again we know that a warden can physically escort someone into zero, even a warden, and there will be absolutely no consequences (again, authority is different from "people will be mad"). Admiral actually enabled such approaches with the helpful handcart
In terms of Walter's knowledge and concerns specifically, between Malcolm taking a warden to zero, JD placing Collins under house arrest, and being allowed to go out and be unsupervised during port being very much a privilege not a right
