Flagon can fly, so it's not a big deal if I accidentally drop him.

if it depends upon whether it's a training thing. The neighbours seem to use some level of cat dropping as a cat training tool when the cats are not supposed to be climbing onto something (eg dining room table). I don't know why they decided upon dropping the cats in response.

no idea if they have some sort of "how to train your cat" book which told them to try that.

in contrast they've got a wheely bin strategically positioned to make it easier for the cats to leap off the roof in stages (since they were going up there anyway).

the dropping the cat is presumably an "aversive" with the intention of changing the behaviour.
