i have no idea, but i guess it was my Halloween pics, vampire bites and werewolf bites, zombie etc..., i had set them to moderate, but i guess they belong to restricted. also i changed every single pic that i was in doubt to either restricted or moderate. this one i set to restricted 
cause maybe they see it as sexual, who knows

i thought this was about seeing genitals and nipples. if it was a female avi i would just wear my nude pasties, but then i have no idea does it belong to restricted (full nudity) or moderate (cause pasties have been used).
imo if there are no genitals to see, it's like Ken and Barbie, so suited for everyone and safe. unfortunately Flickr doesn't agree with me there LOL
but i'll just set everything that shows a bit more skin to moderate and things i'm unsure about to restricted from now
