well, if it's guaranteed in the lease and you're paying for it, then yeah, I guess it is something to complain about.

formally, no. e-mail, with a dated reply, yes (i know, not as good). but, yes, apartment

If you haven't contacted the actual building owner yet, I'd put a letter together with a copy to the property manager.

and express clearly and politely that you you'd like the heat problem resolved by $date. If it's not resolved by $date, move forward with
