At first Sakon was like o_O

But being serious, Cloud is absolutely precious to Sakon. The Soldier seems very kind which puts Sakon at ease very quickly.

Sakon is a people-pleaser so he doesn't want Cloud's attitude to sour towards him. So he'll be super polite every time they meet.

I also think he fantasizes about Cloud as much as he fantasizes about Holland.
