upload speed is usually less than half your advertised download speed if you're on ADSL. That's why there's an A in DSL. You'll need to

look for an ISP that offers synchronized D/L and U/L speeds, or SDSL. Maybe cable, too. Otherwise there's very little you can do to

increase upload speeds by tweaking your internet settings. You can try, though.
