I would probably choose Spellbinder from Batman Beyond or Shriek. They both have the ability to cause chaos through warping the way a person
perceives in some way, though I'm more partial to Spellbinder.
I approve of Spellbinder.
Spellbinder basically plants an illusion into a person's brain by getting them to look at a shiny eyeball in his hand

With Spellbinder, it'd be something of a hunt, I think. People would just randomly go crazy at a certain point of the day, scaring their
friends and enemies alike.
Spellbinder would be a lot of fun.
He's kind of like Scarecrow, except from a futuristic setting and without the personal fear.
Like, his alter ego is also a psychologist. School counselor, technically.
Scarecrow would be interesting in that everyone has a fear and letting him lose on Marina would create some epic drama.
I think he might set himself up as that at first and lure people to him.
That would be interesting. Despite being Scarecrow-ish, Spellbinder always came across as more...flexible?
But either would be amazing in a setting like that.
In general, I would just love to bring a villain into Marina who is going to ruin the peace.
The problem is that you need either a VERY sneaky villain who no one would suspect, or a godmode no one could touch.
At least for long enough to actually have a plot going and do something with it.
