TCG has valid arguments from my point of view ...

In Iraq, US follows the exact protocols (i.e., Occupation -> Military Government -> Civil Government) to transfer the power to Iraqi people.

However, US had ordered CKS-regime to "occupy/manage", thus legally CKS-regime was the "Surrogate Military Government for US".

Note the same order also ask CKS-regime to occupy/manage Vietnam, and CKS's troops did follow the same protocol to transfer the power.

Unfortunately, CKS never did the same for Taiwan people.
