I always tried to emphasize that the bells & whistles of PPT where for emphasis, avoid overusing, especially not on every slide!

it is hard to determine from the assignment what learning is being emphasized or assessed. Is this a literacy project?

That's the opposite of what I tell my current events class: no special effects, no fancy fonts, just images with strictly limited text.
