TEACHERS: how do you handle students who feel like they are being left out....yet at the same time they don't actively participate?

That sounds like a dilemma. Not sure of a solution.

Shower them with attention. I "volunteer" them for everything...and then when they say I pick on them, tell them I only pick on kids I like

BIG joke in my class...because EVERYONE gets "picked on" at least once a week!

Funny thing, 99% of the time, my students just laugh and participate...because they know if they don't, they will get A LOT of attention!
I don't give my kids a choice. Participation is mandatory. I use mostly whole class response techniques over volunteers.
