they don't have record of that, not in anything that they'd let other people read, it's redacted information, a private transaction that was set up by boyd, when hellsing first lost their funding

magicom: I don't remember uproar taking responsibility, at the time it was very much a nebulous npc group, uproar was established to protest the Magistrate being unilateral and corrupt in her governmental
decisions, it wasn't at all some sort of racial terrorist group, in fact they prided themselves in being radical but non-violent.
the sanctuary bombing was meant to be an npc org against Baal's business. Very specific and yet vague since it didn't involve any player characters at all)

maybe it's best if they don't tie it back to an already existing organization such as the uproar, but something new that might have formed out of the wake of the church of the soul or something like that?
