there's definitely an issue with that.
make sure nobody is doing anything on your network while you test. also, make sure you're using a wired connection and that you're not doing the test through wifi

yay! My modems documentation says it supports speeds up to 42mbps, despite being about 3 years old. The cable guy said upgrading it may help? idk tho
