question, are there qualifications to being a veteran matched up with someone? like perhaps a certain amount of time that they've been in the game and/or amount of missions they've been on?

There are no hard requirements! It's not like some places of employment that demand you have X experience or Y degree.
If your character has only been here for a month but is eager to help, running missions already, that kind of thing - go for it! The most important qualification is that they would want to be a veteran.
fjdsk I was thinking of asking the opposite question, because my only character's been in the game for over half a year now and has little to no qualifications as a veteran. xD
(probably won't sign her up, but it was a thought, lol.)

new can be any character that feels like they want a buddy!

hmmm... you might be able to like provide a field for newbs and vets to met, with no central character face
that way you don't have to worry about any one coordinating person to get overwhelmed, but people who are interested in threading it could do it
i could do a mod account comment to facilitate that and make it look more ~official~

If it helps, the context is that I was adding a question to the guide along the lines of "I'm new and want to help but don't know what I'm doing, what do I do?"
"Well there's a program here to pair you up with a vet, here's how you get involved."
So whether it's... a permanent post, a recurring post, Kanaya's direct mailbox, her DITR mailbox, a list of reps for the program, w/e.
