I'm not so sure. It's a product of actual traffic conditions. If the navigation starts ignoring traffic delays, it loses a lot of functionality.

It's a part of life here - and I for one am glad to see the drunk and drugged drivers off the roads. It's safer for me, certainly. If it's random (it is), we don't require probable cause.
