Maybe the second agent that wasn't so certain or we could include an agent they haven't yet recruited. I'd like to keep Rollins, the technician and maybe the woman as their team?

We don't actually have to do anything involving a ton of NPCs because that would be trying and bog down the RP

on second thought it should totally be post timeskip and Bucky just couldn't reach Rollins. That way Steve's heard about Rumlow's merc group ^_^
