When mom and I went to check on the puppy since they were crying so much they had no water or food

This is how I'd expect someone who's, like, 14 or so to take care of a dog, simply because they just don't know. But these are legal adults.

Who are living with their mother, no less, who doesn't seem to be raising much of a stink of how badly they're treating this poor puppy.

Well I hope she sees the mess the puppy made and gets an earful from my mom so they'll finally realize that you can't treat a dog or any other animal this way.

Honestly, if this isn't their wake up call, they should give the poor pup to one of the nearby non-kill shelters to be adopted by someone competent.

Being a puppy she'll be picked up in no time.

If it's one thing that gets under my skin immediately is people mistreating animals and thinking they're novelties.

Something that they only want to spend time with/teach/feed whenever they WANT, not whenever the animals NEEDS it.
