Anything like tacky glue that seems to work a little bit also renders this gauzy ribbon white and gluey and no longer... gauzy ribbon.

Possibly the gauzy ribbon is itself the problem.

Try the tiny tubes of jewelry glue...I think there's one by E-6000, even has a needle-like point on the tube for details. Also try Fabri-tac. Seems to glue fabric (ribbons count) to anything.

How about you wrap the wire with floral tape first? Things might glue better to that surface than to the wire itself. Hmm...

Might be easier to glue tissue paper to the ribbon and then glue/wrap the tissue paper around the wire? Or floral wire works

I got this translucent green ribbon but it is just not happening. So translucent green paper it is instead.

The trouble with all these translucent delicate stuff is it does not glue well and you can't have the glue show...

Well, yeah, jeweler's glue is great stuff but I wasn't sure how likely you were to have it convenient. BUt I do not envy you.
