I used Mother Brain as the villain guinea pig for this. So it's subject to change before the IC introduction of the city, but I'm willing to plot things out in the meantime.

So question: does Rip still count as a villain? She was in her series and pretty much kept up her horribleness until she met namur and is actively trying to be a better person.... tho she’s still capable of torture and er.. murder and has on occasion still
Well, think of it this way: if she were to come across a villain doing an evil deed and a hero trying to stop them, who would she try to help?
Is she actively trying to do anything evil that a hero would be able to stop?
If she'd rather help the hero, or if she's not actively antagonizing anyone, she wouldn't know about Somorrah yet.
... Rip would get popcorn, watch the entertainment and then depending on her mood shoot the hero in the back as he’s leaving. Depending on whether she likes the villian or finds the hero annoying.... as for actively antagonizing anyone, not lately.
So probably a little too shades of grey right now, but that could change in the future, correct?
... she has varying degree of backsliding... and given the right motivation, yes.
OOCly what I want to avoid is someone sneaking in to essentially godmode villain plans by selling them out and effectively neutering the villains. Somorrah should be a way to empower them and give them a place of refuge and resources.
So if you think Rip would make good use of Somorrah (by which I mean evil use) to carry out villainous plots and such, then she'd probably be allowed to hang out there.
Otherwise, Everglade and Nova City both have ample seedy places for the morally gray to chill out.

Rip spends a lot of her time in Everglade already so fair lol

do characters have too be self aware that they're evil to get in? Or just do things that would be morally evil in the eyes of the public but either be indifferent to them or view them in a non evil light.

I'd say that depends on how they'd react to the other inhabitants of the city.
If they contribute to the refuge/resources, they're in. If they oppose it, they're out.
Remi's gotten too heroic at this point to be allowed in, lol.
Deciding if I'll keep Fayet as a villain, or swap her for someone else...
Somorrah makes it more realistic for my less powerful villains to actually exist in this game.

Yeah, I'm very happy. I was having trouble getting my villains to survive in Gen, since they would just get jumped
I'm just happy that the city will give Aaron/Shooter a proper criminal debut
I'm working on the housing now, and once that's up, it'll get an official IC debut.
after putting my guy's stuff up on the page, I realize how much of a support villain he is more than the one doing the heavy lifting lol
Support villains are good too! Everyone needs henchmen and sidekicks.

Well I as thinking Koishi. Sakuya gets in no problem. She's' a murderer and would love to buy more knives. Koishi could probably use the supplies there too but, while she technically eats people and done quite a bit of petty thievery, she's just kinda doing what she does. She has no moral compass.

ICly she'll roll out just after nominations close so she can be mad about that.
Well it wouldn't be 47's "worst fear" exactly... but making robotic clones of 47 himself to commit crimes and drag his reputation through the mud would fuck with him psychologically
because he'd be like "wut. are the 48's here. are my "brothers" here. IS ORTMEYER HERE AND MAKING CLONES!?"
She would ABSOLUTELY do that.
(I also have a couple of possible motivations for her to do that if you need them? They're both pretty silly but one is more silly than the other)

If you don't want your evil character to know about it until later, you can always have them put off reading the message.
