That is, they're not strong enough to do so

(I'm willing to accept that the Fatui managed to attack someone IMMEDIATELY IN FRONT OF THE CATHEDRAL as a plot hole but it's suspicious.)

They can only make the Fatui leave after it's proven that the Fatui were actively planning to attack the city.

(and tbh the Fatui had gotten most of what they wanted already)

MEANWHILE in Japan Inazuma, two branches of the government are actively colluding with the Fatui.

And sure, eventually this ends, but the country is already in a shambles and trust is very low because of the civil war that was raging

In contrast to the above, in China Liyue the Fatui only get in because the Archon wants to test his people and no one was in truly vital danger AND the government doesn't just kick them out, it demands recompense for damages.

And this is a pretty normal kind of bias (like everything happening to America in US media and/or Americans being the bestest)

I'm just interested to see if this follows through all of the other nations.
