My hardest muse was probably Reala from NiGHTS Into Dreams 
The triple threat of him being a fairly obscure villain, almost guaranteed to have negative CR with literally everyone, and worldview/morality framework that was hard to wrap my head around.
Always Evil races are pains in the ass like that. 
Someday maybe I'll try to do him justice again, but probably not in a game this time.
