How important is hierarchical leadership in a local church? Will God dwell in a church with informal lay-leaders?

Interesting note: the church will allow women to lead ministries, but they can't become elders or lead the church as pastor.

Attended a two-hour membership seminar at a church yesterday. It didn't really resonate with me, but the cost/benefit might win out.
